What is an ICP license & why is it important?

You need an ICP license if you want to create websites and landing pages hosted in China.

ICP stands for Internet Content Provider, and the ICP license is a permit issued by the Chinese Ministry of Industry and Information Technology for all websites operating within China. The ICP license number must be displayed on your homepage and you must install a certificate.

Failing to obtain and display your ICP license will cause your website to be shut down and blacklisted.

What are the benefits of getting an ICP license?

Getting an ICP license enables you to host your websites and landing pages within China, which comes with the following benefits:

  • Your website will load much faster and your content will load unencumbered since they are not affected by the Great Firewall of China.
  • By offering Chinese visitors a smoother user experience, your website will be a much better marketing and sales tool for the Chinese market.
  • Baidu, China’s largest search engine, gives preference to websites hosted in China.

Which type of ICP license should I get?

There are two types of ICP licenses issued by the Chinese government at the provincial level:

  • ICP filing is used for informational websites of both personal and business nature. This kind of website does not have any online sales.
  • ICP permit is used for commercial websites where a customer can purchase products or services online.

  • ICP permit – 京ICP证xxxxxxxx号

Who can apply for an ICP license?

Not everyone is eligible for an ICP license. To apply for an ICP license, you need to be one of the following:

  • A Chinese business entity with an official Chinese business license.
  • A Wholly Foreign Owned Enterprise (WFOE) with a valid Chinese business license.
  • A join venture with a valid Chinese business license.
  • A Chinese national with a valid Citizenship Card. (Only eligible for individual ICP for a personal site)
  • A foreigner with a valid passport and a Chinese resident permit. (For individual ICP only, and rarely successful)

What to do if you are not eligible for an ICP license on your own?

Required documents

To apply for an ICP license for a personal website, you need to provide:

  • Copy of your personal ID
  • Website information authenticity certificate
  • Information security form
  • Domain certificate
  • Other documents required by the government on a case by case basis

If you are are applying for a business website ICP, you also have to submit the following:

  • Copy of your business license
  • Your organization code certificate

In both cases, make sure you also have:

  • A physical Chinese address where you can receive mail and parcels.
  • A Chinese landline number.
  • A Chinese mobile phone number with SMS features.
  • A Chinese bank account and an Alipay account.
  • Someone who can read and write Chinese to fill out forms and documents.
  • Lots of time and patience.
